This is the draft report for consultation on the Evaluation of Strategy
Roading Projects in the Wellington region being undertaken by Symonds
Travers Morgan for the Wellington Regional Council and Transit New
Zealand.

The principal purpose of this report is to summarise and comment on the
public submissions received, and to provide preliminary views on the
terms of reference in the light of this appraisal of the submissions.
