Earthquake Risk Assessment 1995 Kapiti
Search in document libraryPurpose of the report to assess the potential impact of earthquakes on buildings, infrastructure, and population in the Kapiti Coast area of Wellington Region.
Geographic Area Covered
The report covers Study Area 4, Kapiti Coast, including the towns and suburbs of Paekākāriki, Raumati, Paraparaumu, Waikanae, and Ōtaki.
Summary of the Report
This report evaluates the earthquake risks in the Kapiti Coast area as part of a broader strategy by the Wellington Regional Council to manage geological hazards. It uses two earthquake scenarios: a large distant earthquake that results in moderate shaking in the Kapiti area (Scenario 1), and a severe local event on the Wellington Fault (Scenario 2). The study assesses potential damage to buildings, critical facilities, and population impacts.
The area includes a mix of residential, commercial, and industrial zones, with varying vulnerabilities based on building types and ground conditions. Buildings on soft or reclaimed land are more susceptible to damage due to increased shaking and liquefaction. Residential buildings, mostly timber-framed, show lower vulnerability compared to commercial and industrial buildings, which include more varied and sometimes older construction types.
Estimated repair costs for Scenario 1 are $12.5 million in 1995 dollars, which equates to approximately $22.6 million in 2025. Scenario 2 estimates reach $232 million in 1995 dollars, or approximately $420 million in 2025. No casualties are estimated for a moderate shaking daytime event (Scenario 1), while a daytime severe event (Scenario 2) includes 4 fatalities and 24 injuries.
Critical facilities such as hospitals and emergency services buildings are assessed for their likelihood of sustaining damage, with some showing moderate to extensive risk. Fire following earthquake is identified as a secondary hazard, particularly in densely built areas with limited access and flammable materials.
The following table lists the estimated probabilities of critical facilities in Kapiti being in each damage state under Scenario 2. These estimates are based on the original earthquake risk assessment report and reflect the likelihood of structural damage ranging from none to complete.

The report concludes that while the Kapiti Coast is at risk, strategic planning and mitigation for critical infrastructure and vulnerable areas are essential.
