Over the next 10 years, Metlink will continue to work towards creating an efficient, accessible, affordable, and low-carbon public transport network for the Wellington Region.  

The Regional Public Transport Plan (RPTP) describes our long-term goals and objectives, setting out our focus areas and the actions that will help us achieve these goals. It also shows what public transport services we currently provide and the services we want to provide in the coming years.

Metlink connects people within the Wellington region through a public transport network that stretches from Wellington north to Ōtaki and east to Masterton. We have five rail lines, 90 public bus routes, more than 80 school bus services and a harbour ferry service.

Metlink is focused on providing a great service to our communities across the region and on the welfare and wellbeing of our passengers and staff.

Planning for the future

Our RPTP includes activities and initiatives to:

  • Provide a high quality, high capacity, high frequency core network
  • Improve access to public transport
  • Prioritise safety through continuous improvements to both infrastructure and operations
  • Promote behaviour change
  • Accelerate decarbonisation of the Metlink fleet
  • Explore ways to further decarbonise the Metlink rail fleet
  • Improve the accessibility of public transport

Consultation

During March 2025, Greater Wellington consulted on a draft version of the Regional Public Transport Plan. As part of that consultation, we heard from you on a variety of ideas, issues, and topics relating to Wellington’s public transport network. The following summarises the information received as part of the consultation.  

Submissions received

998 submissions were received during the consultation period; 931 via the GWRC Have your Say portal, and 67 emailed submissions. Of the 933 who used the Have Your Say portal: 

  • 86% regularly use public transport 
  • 73% use public transport to access employment 
  • 61% live in Wellington City (31%) or Hutt City (30%) 

Results

Respondents generally support a more efficient, accessible, and, to a lesser degree, low carbon public transport network, however: 

  • There are differing opinions on if and how this can be achieved; 
  • Reliability and affordability remain key concerns for respondents;  
  • The high costs and potential consequences to local businesses associated with public transport network improvements are of concern.

Greater Wellington employed Global Research, an independent third-party organisation to complete analysis of submissions alongside Greater Wellingtons own analysis. This was to ensure that we had an independent, unbiased perspective on the results from the consultation to help inform our continued development, direction, and approach of the plan.
